Bio: Shawn is a results-driven leader that develops talent and consistently leverages innovation to achieve business outcomes with impact. He has a proven ability to transform vision into execution while leading diverse teams to successful outcomes. He is an experienced investigative professional leading, managing and conducting complex criminal and civil investigations with 18 years dedicated to anti-fraud programs: conducting audits and investigations to identify fraud, waste, and abuse of insurance programs to protect the integrity, financial interests, and infrastructure of insurers and their customers.

Shawn is a judiciary recognized subject matter expert in the identification, investigation and analysis of fraud schemes with a specialized focus in fire/explosion and medicolegal death investigation.

To date, Shawn has completed over 7,000 hours of specialized training and holds multiple industry professional certifications and designations. He is active in industry professional organizations, as a current or past officer/board member and has received multiple professional industry awards. He routinely lectures as a subject matter expert for Academic, Legal, Public Safety and Industry Associations.

Shawn will discuss forensic interviewing and will also discuss the comparisons between the PEACE model, Wicklander-Zulawski, and Reid Technique, with key differences notated below:

Focus Information gathering, rapport building. Building rapport, establishing trust, & encouraging cooperation through non-confrontational approach. Detecting deception, eliciting confessions.
Approach Non-confrontational, open-ended questioning. Emphasizes empathy, understanding, & rationalizing suspect's actions. Accusatory, confrontational.
Goal Obtain a full account of events. Obtain full & accurate account of events through cooperative process. Obtain a confession.
Rapport Emphasizes building and maintaining rapport WZ method involves building credibility through brief introductory statement & showing understanding through rationalizing. Focuses on rapport initially, but can wane as interrogation progresses.
Deception Avoids deceptive tactics. Some argue the WZ method can be less effective in obtaining confessions from deceptive individuals. May use deceptive tactics to pressure suspects.


PEACE Acronym:
Planning & Preparation - takes into account all available information and identifies the key issues and objectives of the interview.
Engage & Explain - the first step in any conversation is to engage the interviewee. Active listening is required to establish and maintain rapport.
Account - obtaining an account consists of both initiating and supporting responses. Using open-ended prompts such as "tell me what happened" are key.
Closure - as with other parts of the interview, this should be planned in advance to avoid an abrupt end. Summarize what was said, address any questions from the interviewee, and discuss next steps.
Evaluate - the interview must assess the information obtained, reconcile it with the larger investigation and reflect on their own performance.

Tennessee Law Enforcement Professionals may submit to the Peace Officers Standards and Training Commission (POST) for specialized training substitution through their designated agency training officer.

Arkansas Law Enforcement professionals may submit to the Commission on Law Enforcement Standards (CLEST) for specialized training.

Mississippi Law Enforcement Professionals may submit to the Board on Law Enforcement Officer Standards and Training for advanced/specialized training.
